Vice President Research and Chief Economist at the Conseil du patronat du Québec
Norma Kozhaya holds a doctorate in economics from the Université de Montréal. She has been with the Conseil du patronat du Québec since September 2007, first as Director of Research and Chief Economist and, since February 2014, as Vice-President, Research and Chief Economist. In this capacity, she actively participates in the Council’s actions with various bodies where employers are represented, notably the Retraite Québec and the Ministère de l’Emploi et du Développement social du Canada. Ms. Kozhaya also contributes closely to the organization’s interventions with its various stakeholders, particularly through research and the writing of several of the Conseil du patronat’s many publications in its priority areas of intervention.
Prior to joining the Conseil, Ms. Kozhaya worked as an economist at the Montreal Economic Institute, where she wrote numerous publications on corporate and personal taxation, labour regulations, public finance, social policy, pension plans, the organization of the health care system and the financing of post-secondary education. She has also been a lecturer in the Department of Economics at the Université de Montréal. A recognized expert and spokesperson regularly quoted in the print and electronic media, Ms. Kozhaya has over the years signed more than fifty opinion letters in various daily newspapers and magazines in Quebec and the rest of Canada.
